David W Higgins: Government’s lack of vision when it comes to infrastructure is worrying

In 2006, the Progressive Democrats (PDs) released a pamphlet called ‘A New Heart for Dublin’. It proposed moving Dublin Port to Drogheda and using the land for dense urban development. The 20-year plan envisaged skyscrapers as tall as the Poolbeg stacks and leisure craft moored on each side of Dublin Bay.
