Burrows says 'base laws on hard realities' - after human rights body cites 'soft law' in call to raise child crime threshold

Jon Burrows says laws on the the age at which children can be prosecuted must be “based on hard reality” after the NI Human Rights Commission backed raising the threshold to at least 12, citing “soft law” from UN and European rights organisations.
